Abstract

A characteristic feature of the domestic labor market is the growing personnel shortage, determined by a combination of endogenous and exogenous factors. Unfavorable demographic dynamics, manifested in a declining population, its aging, and a decreasing role of immigration flow in compensating for population decline, lead to structural transformations in the labor market. The acute shortage of labor creates significant challenges for the progressive development of the economy of the Russian Federation and is the main limiter to its growth. The article is devoted to finding a solution to the problem of personnel shortage in the domestic labor market. Based on the analysis of statistical data characterizing demographic and migration processes in the Russian Federation, as well as labor market reviews, it was determined that it is possible to quickly balance the needs of the labor market by attracting foreign labor. The conducted study made it possible to identify contradictions between domestic migration policy and the practice of regulating labor migration in the regions. The lack of a holistic approach to managing migration processes in Russia does not allow for a unified logic of legal regulation at the federal and regional levels, based on the needs of the labor market. Through a deep analysis of demographic processes in labor donor countries, the capabilities of the educational system, and the determination of migration potential, it is necessary to specifically develop and implement temporary labor migration programs that can solve the problems of personnel shortages in individual segments of the domestic labor market. It is necessary to expand the geography of states with migration potential for Russia, including in the orbit of its strategic interests not only the post-Soviet space, but also the BRICS countries.
